This paper, taking the maximum benefit of the customers as mainline and aiming at providing the decision-making method to the enterprise, studies the control of the progress, the quality and the cost systematically utilizing several theories. Though the multi-dimensional decision analysis of the control of the three-objectives, by the goal of getting the biggest benefit of project management, the paper discusses most superior decision-making analysis of the project management, and tells us to establish early warning line of progress control. The article helps us to carry on the preliminary risk plan, and find the theory basis of the most superior decision-making of the three-objectives.Through empirical analysis on optimal decision model for project management, we test the model's feasibility and rationality. In the empirical process, we investigate the method to find the linear relationship between the project's process, quality and cost in a certain range. Then we find the integrated decision-making method to determine the optional programs. And then we know that risk control is not an absolute standard volume control, but rather a dynamic process, it is affected by the logic among the various tasks. The empirical analysis validate and enrich the theoretical model, and make the whole model more operational.In this paper, we logically discuss the integrated control of the project management's three control objectives through quantitative analysis, and thus to improve the precision of management, to prepare for digital management.So that we can make the foundation for the fundamental change of management.This article is divided into six chapters, the first chapter is devoted to thesis research background, purpose and significance of the study, and then review research status. At last it puts forward thesis research ideas and methods.Chapter two shows the process of project decomposition and the recognition of critical path . This is the prerequisite for all the works and the cornerstone of the success of other work.Chapter three discusses about the risk analysis, make sure the necessary of risk control and integrated control of the three objectives. In the analysis process, it makes the process more scientifically by using Monte Carlo simulation, and also makes the estimates of the process more objectively.Chapter four establishes a theory to achieve optimal decision analysis of project management and the Method for determining the optimal decision. It is in reality provided the basis for specific operation to ensure the process of the operation is reasonable.Chapter five makes an empirical analysis to test the model which is built in Chapter IV.Chapter six summarizes the conclusions and results, and then furtherly analyses the shortcomings.So that we re-understand the whole research process. Then it suggests several proposal on applications of the model about the integrated control of project's progress, quality and cost which is established in the article. This will be helpful to improve the model's operability.
