Project management is a kind of management in a temporary andinnovative way. That is targeting at project, organizing a temporary andprofessional virtual team, realizing dynamic management andoptimization for the whole procedure.Project management consists of project initiation, project plan,project control and project accomplishment, and covers nine aspectsincluding purchase management, venture management, communicationmanagement, human resource management, quality management, costmanagement, time management, territory management and projectintegration management, among which, territory, time, cost and qualityare the keys.The relevant concept of project management, nine aspectsand project cycle were firstly analyzed in this dissertation. Since ITproject management is a new subject in China, which has a long way toimprove, so the main problems of current IT project management wasanalyzed and summarized. Next, the decision-making of IT project wasstudied, it focused on some IT project characters such as heavyinvestment, high uncertainty, and multiple demands, and analyzed themethods, the implementation as well as the procedure of decision-makingof IT project. Finally, the importance of human resource to IT Project,such as the project manager and project team, was analysed in thedissertation,. Based on concrete requests of human resource management of IT project, we provided some solutions on how to establish anefficient team, to avoid conflicts, and to solve regular problems.Integrating the above theory with telecommunications practice, thisarticle covers the following aspects:1. Based on long term project management experience intelecommunications industry, this article summarizes three key points:project management, plan implementation, and personnel management,verified by real cases.2. Decision-making management does not belong to nine aspects ofproject management. While this article regards decision-makingmanagement as one basic aspect of project management, since failure ledby awkward decision-making is common in today’s telecommunicationsindustry with hot competition. And the target is improving successfulratio of projects.3. Most companies in telecommunications industry aremulti-provincial and multi-territorial, which makes multi-departmentproject management very common. This article summarizes a set ofpractical management system on multi-department projectimplementation and coordination, in order to mature the projectmanagement of such companies.
