Energy consumption in rural family life affects the quality of life of farmers, and related to the realization of agricultural modernization and rural areas of sustainable development. China's vast rural areas energy consumption is mainly use of local resources, and their family mainly energy are fuel wood, straw and coal-based. This energy consumption, not only low energy efficiency, but also results in waste of valuable resources and environmental pollution, however it must be affecting the quality of life. Biogas as an important means to adjust energy consumption structure in rural areas of the Inner Mongolia and to improve living standards of farmers, it is more and more attention by national and regional government. The behavior of farmers to adopt is a major impact for the promotion of biogas, and only farmers adopt biogas technology, it can make full play advanced to the methane potential advantages; it can more effectively promote the optimization of the energy consumption structure in rural areas and increase farmers'quality of life.This study examined the behavioral characteristics of farmers to adopt biogas technology, and to study the impact of factors of farmers to adopt biogas and its decision-making process. Combination the characters of poor counties in Inner Mongolia China's actual situation in rural areas and farmers, this study more research to farmers using biogas technology and did not adopt biogas technology, methane and short-term use of permanent household energy consumption differences between households; of farmers used biogas technology acts of internal and external factors; on the farmers to adopt biogas conduct quantitative analysis techniques: analysis of the adoption of new technologies, conduct farmer decision-making process.The results show that: farmers adopt biogas technology reduces household expenditure on energy consumption, reduce production inputs, improve the living standards of farmers; government promotion play an important role for the farmers to adopt biogas in guiding behavior; farmers biogas technology adoption deal with rural culture and values of farmers, households in which social class, rural grassroots organizations, agricultural extension service system, farmers in the culture quality, farmers own attitude to new technologies including acts of farmers affected by years of education, whether the village cadres, farmers alternative sources of energy prices and energy reserves, and other factors. Household decision-making process of adopt behavior is divided into five steps: problem identification, needs and desires, information search and technology evaluation, selection and adoption, the adoption of the next round after the experience and decision-making. Based on the above conclusions,the paper makes the following policy recommendations.
