China has gradually established a social security system covering urban and rural areas, as its main body, social insurance has played an important role in the most basic living protection for the people. With the gradual expansion of coverage, the level of protection has improved steadily. All levels and groups of society directly or indirectly share the fruits of economic development from the social insurance system. With system blanks and shortcomings being gradually filled up, social insurance has become a general public protection system, the focus of which is also from system advocating to evaluating.But the most important is that China's social insurance system has obvious group identities. Due to some social and historical reasons, different employment groups were placed under the different security systems, which led to differences on support capacity and payment standards. Ultimately, the differences and gaps of social insurance systems bring about social instability and unfairness. Therefore, by assessing the differences in the social insurance system of each employment groups to compare the policies equity is not only of theoretical significance, but also has practical significance.This paper is divided into five parts.The first chapter introduces the basic concepts of this paper. The first one is employment groups of Chinese urban. In our country, there are four employment groups including civil services, pubic institutions employees, enterprise workers and non-formal employees. All of these four groups have different group identities. The second concept is social insurance revenue, and on this basis, the author proposes some relative concepts, such as cost, revenue and net income. In addition, this chapter also describes the theoretical basis of this composition.ChapterⅡintroduces the current state of the social insurance system among different employment groups in detail. It is in general terms to describe the situation of China's social insurance and its operation. It mainly includes two aspects, social insurance basic structure of different employment groups and the overall development of China's social insurance system.ChapterⅢanalysis the different features among different employment groups, which are from both the group identity and social insurance system. And because of these differences, the social insurance revenue of employment groups will be different. The most important elements of the group identity include the population size, income levels and groups mobility, while the differences of social insurance mainly lie in three aspects, including the system coverage, contribution rates and Security level.ChapterⅣmainly uses quantitative analysis method to study. According to the government policies actual situation of social insurance, the author calculates the cost-benefit of each social insurance project for different employment groups on the basis of actuarial model. The differences in pay based primarily on the payment levels, benefits and risk degree. The results for the various employment groups are social insurance benefits present value, on which we can draw the social insurance benefits and gaps of different employment groups.ChapterⅤmakes relevant policy recommendations to solve China's urban income differences among various employment groups on the base of previous text. To solve this problem, the system policy should include improving income distribution system, the establishment of human labor employment system, the establishment of informal employment incentives institutions and other various contents.
