With economic globalization and upgrading of industrial structure, the unit of China’sexisting formal employment as the main form of employment has undergone major changes,and a part-time, dispatch jobs, temporary employment as the main form of flexible forms ofemployment have been rapid development. But now the implementation of the pensioninsurance system is built on the former state-owned, collective enterprises, based on theemployer for a fixed design of formal forms of employment, lack of consideration of avariety of flexible forms of employment. Building a moderately prosperous society in animportant context to achieving a sense of security, we need from the system level, improvingthe social pension insurance system, including flexible employment to achieve thecommunity, including full coverage.In this paper, flexible employment pension insurance-related theory, analysis of flexibleemployment need to participate in social pension insurance. Then elaborated on China’ssocial pension insurance and flexible employment policies, and analysis of the historicalevolution of Xingtai City, the current policy, on this basis, the author surveys the empiricalresearch methods come to Xingtai City, flexible employment social pension insurance lowconclusions. Accordingly conclusion, the author from the system design factors, personalfactors, other factors, analysis of the resulting flexible employment rate of social pensioninsurance reasons. Based on the analysis in the cause, the author proposed to improve theprovince flexible employment rate of social pension insurance-related measures.
