In the age of knowledge-based economy, the part which human capital has played becomes more and more remarkable. There is also an increasing focus on strengthening investment in human capital reserve. Looking at the world, the worldwide talent crunch is breaking out. The state of being eager for talent has continued for a long time. All countries and regions have constituted and implemented a variety of talents'incentive policies to cultivate, attract and keep the talents. The "war for talent" is more and more intensifying, which is due to the shortage of talents. However, there's often some blindly tendency in the practical process of brain gain. At all costs, we spend huge amounts of money in introducing lots of senior talents, however, because there is too much emphasis on brain gain to neglect the other investment of social capital, which leads to brain drain in the end.How to effectively solve this problem, we must make the human capital inputs and other resources to maintain an appropriate ratio in a certain time and space, which involves the research fields of the carrying capacity of human capital. On the base of reference to the relevant literatures, this paper attempts to combine theoretical analysis with empirical analysis and build a regional carrying capacity of human capital evaluation index system, and combine with the theory of factor analysis method to build an evaluation model of the regional human capital capacity. Then taking Shandong Province as an example, this paper uses the method of factor analysis to establish a comprehensive evaluation function of regional carrying capacity of human capital, and to evaluate and compare the 17 cities'carrying capacity of human capital. Finally, we may draw lessons from the region in which human capital plays more adequate effectiveness, and explore the strategies and paths selection of the promotion for carrying capacity of human capital to make both human capital and other social resources to give full play to their effectiveness, thus to achieve the harmonious development of politic, economic, society, education, health, medical care and other areas in a certain region.
