On the basis of analysis in human capital theory, regional economic development theory and practice.,A series of appraising index system to evaluate the effectiveness of human capital investment is set up .Taking the level of regional investment in human capital and economic of eastern,middle and western region in china as the background to study the efficiency of regional human capital input and output by the use of Data Envelopment technology.Firstly, this paper introduces the basic theory of regional human capital, especially analyses the importance and necessary of investment in regional human capital. It gives not only an idea DEA to objectively evaluate the efficiency of regional human capital input and output, but also a systematic introduction and study to the theory and application of DEA. In theory, it introduced several core concept in DEA ,the steps to use DEA and two DEA models:C2R, andSE-C2R, and it also illustrate the economic significance of models. Using the models of C2R and SE-C2R to calculate the efficient value of 31 provinces and municipalities all around the country to evaluate the efficiency of regional human capital's input,the scale and technique effectiveness of the input.
