The Research On The Perfection Of The Function Of Small Towns

Although small towns have developed rapidly in our country since the 1980's, their function is too weak to stimulate their growth of economy and society. And this makes them so difficult to be growth poles concerning the regions surrounding them. The key question in this thesis is to discuss how to optimize the function of small towns.New tendencies in urbanization, in which sub-urbanization and counter-urbanization become more obvious, have emerged with the economic globalization and the information economic development. Small towns may play an important role in these new tendencies.The social and economic development interacts with the optimization of small towns, which is a process of mutual affecting. On the base of this idea the paper tries to put forward the main viewpoints as follows:1.It must be emphasized to strengthen the basic role of industry. The industry development in different towns should be based on different local conditions. It's ideal for a small town to form the local industry cluster.2.Small towns rank after city and ahead of countryside. Therefore, small towns link the two levels of city economy and rural economy, and the function of small towns should be fully embodied in these two aspects.3.The life quality for the residents of small towns should be upgraded, and more attention be put to the human settlement environment. Besides the convenient infrastructure, elegant and quiet surroundings in small towns should be reserved.4.It's important to protect the traditional culture in small towns, because the vernacular culture is not only a kind of heritage but an important property which can integrate internal resources and attract external resources.5. In order to optimize the function of small towns obstacles of institution must be removed. The purpose of institutional innovation is to let small towns develop keeping up with the market law and raise the efficiency of small towns.6.In the paper the author tries to interpret the antiquated way of building and management can't meet with the market economic development. We need new concepts, so the author puts forward the function-oriented management of small towns.
