The effective transfer of rural surplus labor in Fujian has a directly impact on theincome growth of farmers and rural social harmony. Due to global financialcrisis, rural and urban labor forces are all faced with tremendous pressure onemployment. It fell hardest on the farmer workers who always in an inferiorposition.This Paper aimed to study the current situation and characteristics of the rurallabor force transferring in Fujian Province. And to discuss the issues arousedfrom the transferring process. Then to do an empirical analysis on the factorswhich play an important role on the rural labor force transferring decision.Furthermore, based on empirical results, this article made proposals to achievea successful transfer of rural surplus labor force.Chapter one made summary of theoretical achievements and formerresearches on transfer of rural labor force in China and foreign countries. Inorder to lay the foundation for further analysis, this paper stated the precisemeaning of agricultural labor and rural labor, surplus labor in agriculture and therural surplus labor, and the transfer of rural labor force.Secondly, this paper made advantage of Fujian Statistical Yearbook and theSecond National Agricultural Census to have a view on the status andcharacteristics of transfer of Fujian rural labor force. And found that thetransferred rural labors in Fujian Province have the following features: they areyounger than former labors; they prefer to find jobs in non-agricultural industrywithin the province; they receive low-income; the transfer process is faster thanthe growth of rural labor force and so on. Chapter three and Chapter four discussed problems during the transfer of rurallabor, analyzed factors that influence transfer process. And this paper tookadvantage of Fujian Statistical Yearbook and China Rural Statistical Yearbook,used principal component regression method to find the major factors whichwork upon labor transfer, as well as the degree of influence of these factors.Empirical results showed that the influential factors in descending order ofelasticity coefficient were as follows: first industrial labor productivity, disparitiesin urban and rural income levels, institutional change index, proportion ofemployees in tertiary industry, quality of rural human capital, proportion ofemployees in secondary industry.Finally, this paper made recommendation on the promotion of transfer. Thegovernment must increase farmers’ income; reduce disparities in urban andrural income levels; increase investment in education; speed up thedevelopment of service industries, especially the informal sector in Fujian;speed up the reform of household registration system, land system, labormarket, and social security.
