China's Rural Land System Reform In The View Of Marx's Theory Of Ownership

China is building new socialist countryside,and regions are advancing urbanization and the unified design between the city and the countryside,and developing modern agriculture. But the present rual land system exists a number of deficiencies,they have become a bottleneck that impedes the new countryside construction.Therefore,the reform of countryside-land system is an important safeguard of the new countryside construction,and it is also the key to solving issues of agriculture,farmer and countryside.Marx's theory of ownership is an important part of Marxism theory system,its content is extremely rich,and it has a strict logical relation system.Marx's theory of ownership had a process of producing and development , containing abundant content, such as,ownership theory of the means of production is the premise and basis of the social product relations,the detached thoughts of ownership and operation rights,the dialectical relationship of ownership and productivity,the thoughts of cooperatives and joint-stock,etc.In contemporary China,they still have the theoretical importance and practical value.It is the theory basis of ownership reform in China, and it is also the theoretical basis of China's rural land system reform.Since the foundation of China,our coutry has experienced four innovations in rural land system,that is,land reform period,utual assistance movement in the land system,the roral land system under the commune system,and the household contract responsibility system.Through combing the process of the rural land reform,we can sum up gains and losses of the land system reform and some nlightenment of the reforming practice.Since reformation and opening,China has been practicing household contract responsibility system,and such a system presented great system performance at the beginning of the reform. With the economic and social development in rural areas,this land system has exposed many shortcomings,such as Main body vacancy of ownership, Land zero fragmentation and the unsmooth circulation of the land and other issues. Whether the new countryside-construction succeeds or not,the key is how to solve these problems.The rural land system have some defects,and they require to rebuild rural land system framework under certain principles,innovat rural land system, promote land circulation.By building "the ultimate state of all, the collective pervision of management, farmers permanent use" new pattern of rural land system. We should make the state,collectivity and farmers into three land property rights which performs its own functions and coordination.That can clear the ultimate ownership of land, give farmers right to use and clear right of collective supervision and management. Such institutional arrangements can effectively protect the land rights of farmers to mobilize farmers to protect land and transfer land initiative. In order to protect the smooth progress of land transfer ,it must be well coordinated reform relevant to explore the way land transfer, Explore the way land transfer, land management model and mechanisms to protect the rural land to achieve a reasonable and orderly and gradually achieve appropriate scale, the development of modern agriculture .
