The analysis of this study is based on theory of SME competitive strategy, with the theory of value chain and value activities as the analysis tool. Medium and small chemical fiber enterprises in Ningbo are deeply analyzed by using the tools of Porter's five forces model, SWOT analysis and radar analysis. Then, the study comes to a conclusion that only by building strategy group can Ningbo chemical fiber enterprises achieve competence.Due to the characteristics of small in size, large in quantity, low technology and high similarity, the competitiveness of each Ningbo Chemical Fiber Enterprise is far lower than similar foreign companies. In this situation, they will not be able to survive in more intense market competition in the future. If all Ningbo Chemical Fiber Enterprises integrate as a strategic group, re-integrating the competitiveness in the areas of product manufacturing process and product sales marketing activity, such as technology sharing, joint research, cooperation, setting up marketing centers, etc., the international competitiveness of regional chemical fiber industry can be greatly improved.Based on the above analysis, the paper first analyzed macro and micro environment of Ningbo chemical fiber enterprises with the tools of Porter's five forces model, SWOT analysis and radar maps; Secondly, the paper proposed remodeling the competence by building strategic group on the basis of value chain theory; Finally, analyzing the value chain of strategic group and value activity as a starting point, the Ningbo Chemical Fiber Strategic Group would achieve competitive advantage to achieve stable and sustainable development, through differentiation strategy as well as focusing strategy,which is the innovation of this paper. In addition, the limited availability of time and resources, the paper is weak in enterprise information, market data and actual operation in strategic group.
