The Study Of Endowment Insurance Reformation Of Public Instiution In Heilongjiang

The present reform of endowment insurance system of institutions in China is still in experimental stage .Nationwide standardized endowment insurance system and policy have not been established. The study of the endowment insurance system reform of institutions is helpful in clarifying people's realization of the significance of endowment insurance as an important socio- economic system and is conducive to the unity of thinking so as to establish a more perfect ,scientific and fair system of endowment insurance s soon as possible. Comparative investigation, case study and literature analysis are employed in this study.Literature analysis helps us understand the historical development of social security system ,social insurance system and endowment insurance system ;the development and the theoretical basis of the endowment insurance system can be found out through the study of domestic and foreign research status of endowment insurance and new theory. Case study is used to investigate the successful experience and method in domestic and foreign endowment insurance system reform. Comparative investigation aims to discuss the success and inadequacy of the endowment insurance system reform of the institutions in Heilongjiang province and explore in practice the new way of the reform suitable for China. This paper puts forward the following five measures in view of the endowment insurance system reform in Heilongjiang province.First: Accelerating the process of the endowment insurance system reform of the institutions by quickening legislation; promoting the harmony and stable development of the society through the establishment of a relatively fair endowment insurance system of the institutions with a unified pattern ;realizing the provincial vertical management of the social security administration department and keeping the independence of the business and the closed operation of the social insecurity fund through the establishment of the E-government platform.Second: Proposing the establishment of the"provincial dispensing, the fiscal subsidy"system: the reservation of the overall planned endowment insurance fund from the provincial fiscal subsidy for the local; the overall planned fund for provincial social security is possible to be dispensed in use, which may strengthen the anti-risk ability and alleviate the insufficiency of the overall funds for local endowment insuranceThird: To learn from the methods used in the transfer and continuation of the basic retirement relations of the city enterprise staff; establishing the transfer and continuation system of the retirement relations suitable for the working staff in the public institutions; to promote the reasonable flow of the talents and realize the optimized allocation of the human resources.Fourth: To establish a reasonable basic pension substitution rate suitable for the economic development in China; to eliminate the concerns about in the endowment insurance system of the institutions through the conversion of the practical work age before the reform into the substitution rate coefficient; to realize the seamless joining of the endowment insurance system reform of the institutions to that of the enterprise staff effectively.Fifth: to found a new supplemental pattern of endowment insurance with nation, unit and individual involved.
