Research On The Strategy Of Urban And Rural Planed As A Whole Proposed By Chinese Communist Party

The relationship between urban and rural is a major issue that all developing country will meet during procession of modernization. Since the founding of PRChina, Chinese Communist Party (CCP) has done exploration both in theory and practice which have accurated plentiful achievement and practice experience. But because of the bias between practice and theory, and complexity during the innovation, in the 2000s,the relationship between urban and rural in China meets serious challenge. Taking development of time into consideration ,CCP proposes the great strategy of urban and rural planed as a whole, which will make great contribution to economical development and socialist modernization of our country.In this paper, we firstly review the background of the strategy of urban and rural planed as a whole that shows historical inevitability of this strategy. On the base of studying the developing procession of the strategy in China, especially after Sixteenth Congress of the Chinese Communist Party, we summarize the main contents of this strategy and propose this strategy should be taking scientific outlook on development as guiding ideology, new structure of urban and rural economics developing in balance based on breaking urban and rural structure as objective, industry aiding agriculture and urban aiding rural as strategic concept, promoting agriculture and rural economy as strategic emphasis to carry out a serial of strategic measures to assist rural area. All the contents above are building a integrity and strictness strategy system. At the same time, this strategy can be in favor of handling issues of agriculture, farmer and rural area problem, promoting Chinese economy rapidly, consolidating the status of CCP, building a harmonious socialist society, showing socialism inherent superiority. Finally, we practice farther study in how to prompt the strategy above and propose a kind of permanently mechanism with industry aiding agriculture as its mark that local government function and market role should be came into play, peasant interest group should be built and developed.
