Research On The Theory And Practice Of Urban-rural Integration Development With Chinese Characteristics

Thousands of years of rural China has bred a broad and profound Chinese civilization,nurtured hardworking and friendly national character,and cultivated powerful and powerful Han Dynasty prosperous Tang Dynasty harmony Song Dynasty martial Yuan Dynasty and other dynastic power,which once had rich influence in the world.Since modern times,rural agriculture in China has not been able to smoothly enter the ranks of modern development,and began to lag behind industrial Europe and the United States,leading to China's "great change not seen in a thousand years".After the founding of the People's Republic of China,the focus of China's development began to shift from agricultural villages to industrial cities,and the productive function of cities began to be strengthened.In the new era of socialism with Chinese characteristics,with the accelerated development of China's urbanization and the continuous evolution of traditional villages to modernization,the integrated development of urban and rural areas has become the necessity of the times.The main contradiction of our society in the new era has been transformed into the contradiction between the people's growing needs for a better life and unbalanced and insufficient development.The biggest imbalance is the imbalance between urban and rural development,and the biggest insufficiency is the insufficiency of rural development.The 19 th National Congress of the Communist Party of China made a major decision and deployment to establish and improve the system,mechanism and policy system of integrated urban and rural development,so as to realize rural revitalization and make up for the shortcomings of rural development.From the current point of view,the direct purpose of urban-rural integrated development is the dynamic action of promoting rural revitalization with cities and promoting agriculture with industry.From the history of urban-rural development,the future urban-rural relationship will be a static presentation of urban-rural integration.Therefore,urban-rural integrated development is not only a social hot issue in policy formulation and implementation,but also a profound academic proposition to observe China's social development and changes from the perspective of urban-rural relations.This paper focuses on viewing China to enter the new era of socialism with Chinese characteristics with Marxist view of history,studying and judging the theoretical logic of urban-rural integration development to confirm the theoretical guide of urban-rural integration development,reviewing the historical logic of urban-rural integration development to explore the development trend of urban-rural relations,summarizing the beneficial experience and shortcomings of foreign urban-rural relationship development to provide reference for China's urban-rural integration development,and exploring the practical logic of urban-rural integration development to clarify the composition of principles,policies and driving forces.This paper explains and demonstrates the theoretical logic,historical logic,world logic and practical logic of China's urban-rural integration development by combining literature induction with case study,interdisciplinary comprehensive research and comparative research.The first chapter analyzes the background,basis and significance of the thesis.It combs the previous research results,summarizes the writing ideas,the confusion and the path of breaking criticism,and defines the main purpose of this paper.The second chapter analyzes the basic concept of urban-rural integration development,which lays a conceptual foundation for the next research.This part explains the connotation and functions of urban and rural settlement groups,focuses on the three dimensions of urban and rural connotation and urban-rural integration development connotation from the perspective of development,as well as the possibility and the price of urban-rural integration development,as well as the human pursuit of static urban-rural integration and the basic concept of dynamic integration process that must be completed by development to achieve urban-rural integration.This part expounds the manifestations of urban-rural integration represented by space,psychology,industry and elements,so as to determine the degree of urban-rural integration.The third chapter discusses the theoretical origin of urban-rural integration development.That is,starting with the concept of urban-rural integration put forward by Marx and Engels,this part summarizes the proposal and composition of Marx and Engels' thought of urban-rural integration.The great practice of Soviet Russia led by Lenin and Stalin further enriched and expanded Marx's theory of urban-rural integration.In the long-term practice,the Communist Party of China has enriched and developed the theory of urban-rural integration in combination with China's reality,gradually put forward the theory of urban-rural Balance,urban-rural interaction,urban-rural overall planning and urban-rural integration,and compared with the typical western theory of urban-rural relations to Britain,America,and western developed countries,Eastern Japan,South Korea and Latin America.By tracing the historical law of the other and learning from the reality,we can learn useful experience and avoid deficiencies,so that China's urban-rural integration development can move on the right road.It is concluded that harmonious urban-rural relations should have four conditions: for the government,effective market,effective implementation and effective income.The sixth chapter focuses on the practical logic of urban-rural integration development.Based on the opinions of the central government on establishing and improving the institutional mechanism and policy system of urban-rural integrated development,this part analyzes the composition of the practice subject,object and environment of urban-rural integrated development based on the dimension of the new era,and points out the existing difficulties in the understanding and implementation of urban-rural integrated development in terms of thinking cognition,economic status and cultural characteristics.It is proposed to realize the integrated development of urban and rural areas through the dynamic mechanism of the gravity of top-level design,the core strength of farmers,the long-term effectiveness of education,the guarantee of laws and regulations,the interactive competitiveness of urban and rural population and the help of media under the principles of adhering to the equal relationship between urban and rural areas,reasonable industrial layout,the mobilization of entrepreneurial policies and orderly space.
