The Path-study On Internet Governance In China

From 1987 to 2010, from the first e-mail to the world's first power web-users. Only taking 20 years, Chinese Internet made the world witnesse Chinese speed once again. As a product of a new era of technological revolution and the core businesses of information economy, the Internet has deeply influenced into the political, economic, social, cultural and all fields of human's thought, makes the great and far-reaching impact for the whole society and the world. At the same time, due to the equality of the internet itself ,as the openness of the information, the virtual of the role and the equal interaction, the issues of information security, privacy protection,and intellectual property have emerged. For example,the proliferation of the undesirable web content, the legitimacy of the "human flesh search" , and the speech freedom of blog ,etc. And with the continuous development of Internet technology, these problems have derived more new problems, new condition. What idea should we taken to manage the internet ? To take strict control or joint governance? And then how to achieve the idea through timely and effective management, to make the Internet industry have a healthy and prosperity development, it is what this paper will study for.The author thinks that in our country ,the managemet idea of internet should be governance but not control, which determined by the Internet's characteristics and Chinese actual conditions. I'll elaborate and define the relevant theories and concepts first, introduce the internet's development course of foreign and domestic, at the same time ,outlines foreign theories in Internet governance, and analysis its significance of the guiding to our country and also the inadequate. As summarizing the course of Chinese Internet governance, analysis the achievements, problems and the cause of the problems in Chinese Internet governance. This article quotes the authority relevant data as the demonstration of the development status of Chinese Internet governance. And introduce four countries'way of management under the two concept of governance—The United States ,the United Kingdom, and Singapore, South Korea. Through the analysising of these four classic countries, blend of the advantages, and combine our own reality , ultimately seek a way which will advance Chinese Internet governance processes.
