Research On The Architecture Of International Internet Governance

As one of the greatest inventions in twenty centuries, Internet has beening becoming the strategic infrastructure for human development in the information age. Internet has been pushing the deep reform of the procdutoin and the lifestyle, continuously reshaping the economic and social development, and even laying the foundation of the information society.Morevoer, Internet has been merging with human society in every sector, impacting the economic, political, cultural and social development around the world and catalyzing the revolution of flow of information. At the same time, Internet brings forward many challenges we must face. As the global applicable infrastructure, Internet smashes the borerder and frointer while it shapes a cyberspace. Hence the problems emerging from Internet need to be settled jointly by all international society. The aim of International Internet Governance is to deal with the problems with the Internet. In order to contribute effectively to the International Internet Governance, it is worthwile to study the architecture of International Internet Governance comprehensively and seriously from a historical and gobal view, which is the core issue of this paper.This paper describes the development status of the Internet and the status of the Internet Governance at the beginning. This paper creatively puts forward three-stage theory for the development course of the architecture of International Internet Governance. We goes to explore the feature of each stage and analyzes the mark events in serious manner. With platforms and rules analytical tool, the study on the Architecture of International Internet Governance at present is carried out. And the system and the rules of Critical Internet Resources is the topic we dicuss in detail. With the "three-pillar" analytical framework, this paper also touches upon the Internet strategy of some ICT leading countries. In fact, the architecture of International Internet Governance is in dynamic development. With use of influencing factor method, the paper draws a picture of the development trend of International Internet Governance. On the basis of abovementiond research, we identify the opportunities and challenges for china in the landscape and put forward suggestions on engagement in the International Internet Governance for China.
