Assessment Of Urban Governance And Promotion Path Research

Since 1990, with the progress of globalization, capital and labor flows across the globe continue to accelerate. We established our global urban system, as well as the competition between cities has become even more intense. In this context, the study of urban management change has divided into two levels:First, focus on the competition and how to build competitive advantage of their city; The other, focus on the inner rights and the structure of the development to explore how the city government restructuring and positioning. And urban governance is an important researching field of the latter. Analyzing the basic theory of urban governance, mining the mechanisms and content of urban governance, summarizing the characteristics of urban governance structures and patterns, and exploring a new path of urban governance, which has a great significance for the promotion of urban governance.Our work is try to define urban governance precisely after a literature review and evaluation of the relevant domestic and international basis. Through the mechanism of urban governance system capacity to conduct in-depth analysis, summarized the fairness, transparency, effectiveness, participation and the rule of law are five factors that affect the governance body, also we explore the five factors that affect the relationship between each other, to build the capacity of urban governance coupling mechanism. Using a list of indicators to measure the results of 19 annual change and rank case which focuses on urban governance capacity. Many scholars and reference studies to determine the ability of the index system of governance is to AHP, and by assigning experts to determine the weight of each index weight. The analysis of the measurement results mainly from three dimensions:vertical annual changes in urban governance capacity of comparative analysis, in order to factor in whether the observed effect on the year between urban governance capacity; transverse different major cities of comparative analysis of different administrative hierarchy of the city’s excellent disadvantages were analyzed for the later ability to further explore the different administrative hierarchy of urban governance to prepare; the ability to manage different sub-indicators in-depth study, and directly reflect the sub-index scores by country map form, examine different points in major cities indicators scoring annual change, analyze the reasons for this change. Analyzing the reasons about the change of governance in different cities, then we discuss the main factors which affecting the value of earnings governance body size, and a coupling mechanism may exist between the different factors. Thereby, we get different proposals about enhancing the urban governance of different city levels.The results argue that whether if the city government pay more attention to fairness and transparency, corporate concern more effectiveness, residents focus on the rules and laws, NGO groups involved in governance matters more effectively, can improve urban governance quickly. It is so different about the strategy of urban governance capacity upgrade path in different administrative hierarchy cities: municipalities by "sparse", dredge the resources and improve the efficiency of resource utilization, and more focus on equity; municipalities rely on "battle", continue do the market economy actively, increase economic participation outward comprehensive ability to improve urban governance;the rest of sub-provincial cities take more part in "stable", maximize the regional central cities, undertaking industrial transfer from developed cities, and promote urban governance orderly.
