The Research On Chinese Fir Timber Moderate Scale Management

The operational scale efficiency of private forest is a big problem to Chinese forestry reform and development. With the advancement of the reform of collective forest rights system, the proportion of private forest is growing, and the initiative and the autonomy of forester's management increases greatly. However, whether small-scale private forest is efficient always influences the in-depth of the reform of collective forest rights system, the improvement of the overall competitiveness of forestry and the promotion of building a new socialistic countryside. The paper research on Chinese fir timber, investigating extensively the situation of production of the foresters,and collecting related data from three major forest areas which is Sanming city, Nanping city and Longyan city in Fujian province,determine the optimal scale of operation by using the data envelopment analysis (DEA) to measure and evaluate the operational efficiency of the foresters based on input-oriented guided and output-oriented guided, and analysis the operational scale efficiency, pure technical efficiency and scale efficiency of difference scale region. Basis on that, the paper get the main conclusion of the research, then give some advices to promote forester operating under a moderate scale. The main content of the article is as follows:Chapter one, brief description background, purpose and significance of the study, research methods and basic ideas, and explain the source of data which used in the paper while summarizing up innovation of this study.Chapter two, the paper reviews the study about moderate scale management. This article reviews the literature from the three aspects, and makes the corresponding review. First of all, the paper summarize up scholars'study abroad and at home on moderate scale management, particularly overviews the research of the domestic scholars on moderate scale management; Secondly, the paper describe scholars'study abroad and at home on the efficiency on forest management; Finally, the paper reviewed development of efficiency testing method.Chapter three, the paper define some concepts related to the study which including Chinese fir timber, moderate scale management and efficiency and so on, while expound the basic theoretical for this study - technical efficiency and economies of scale theory.Chapter four, the paper analyzes the situation of forestry management in Fujian. The chapter is divided into three parts: at first, the paper describe the trend of the input of labor, materials and woodland which is in the period from 1998 to 2008; Secondly, The paper describes the situation of the inputs and outputs in the process of forest management in the three major forest areas in Fujian Province; Finally, the paper descriptive analyzes the data from 140 questionnaire used in our study.Chapter five, empirical study on the operational scale efficiency of forester based on DEA analysis. The paper use DEA method to measure and evaluate the operational efficiency of the foresters based on input-oriented and output-oriented. The empirical analysis shows that: In the current productivity level, foresters'forestry management efficiency to be further improved; small-scale forestry operation is efficient, foresters operating the optimal size of a single block is 0-4 regional acres and 70-80 regional acres; The relationship between forestry management efficiency and woodland scale is nonlinear. In certain scale areas, with the expansion of the scale extended, the forestry management efficiency is singly not added or reduced, but showing a variation of W-curve; Input redundancy of capital and labor is the main reason for foresters lower pure technical efficiency; Short of output causes the scale region which the efficiency is ineffective is decreasing returns.Chapter six, the paper summarizes the main conclusions of the study, and give some advices to promote forester operating under a moderate scale: to continue in-depth reform of collective forest right system; to guide foresters using the rational allocation proportion of production factors to improve the utilization efficiency of production factors, prompted forestry management from the extensive management to intensive management; the technical support giving the foresters should be based on specific guidance.
