The Research Of The Privated Forestry's Management Scale Efficiency Under Different Managing Methods

From the view of world forestry development course, private forest in the market economy country's forestry development plays an extremely important role. After the forest tenure reform through a few times in China, the proportion of the private forest has been more and more large, especially in 2003 a new round of collective forest right reform deepening, private forest has become an important part of forestry in China. At the beginning of new century, after the state forestry administration offered to "let go for developing the non-public sectors of the forest" as the important work for great-leap-forward development of Chinese forestry in the new century, private forest faced with excellent opportunities for development. Since 2003 the new round of the collective forest tenure reform has spearheaded in Fu Jian. The property has been defined. Most of the collective mountains have been divided to household management, the imposition of a franchise and thus possess the corresponding remuneration, which mobilize the enthusiasm and initiative of famers'operation. However, in the process of forest tenure reform, many experts and actual workers are concerned about causing the woodlands decentralization by the individual operating model, resulting in losting the advantage of forestry scale operation of private forest, and will produce the doubt about operational efficiency, even the forest tenure reform. Therefore,researching the forestry business efficient is the important issue about the forestry operation and management and the forestry policies. There are important things for farmers choice about the actual production scale and promoting the forestry and develop the forestry, which are measuring and comparing the manage scale efficiency of various of private forestry, such as the household contract management, the management of hills owned privately, and the joint-stock cooperative management. In the paper, with the farmers'management forms for the breakthrough point, the author has investigated the three forests'areas in Fu Jian province, used DEA to analysize the management scale efficiency of the farmers. The main research contents of the paper include five chapters as follows:Chapter 1: introduction. It mainly includes the research background, problems, the purpose and research significance, the research idea and methods, the main contents, the innovation and inadequacy of the research.Chapter 2: the literature review and theoretical basis. Firstly, review summarizes of the domestic and foreign private forest management scale efficiency and criticize them, from the controversy about whether the forestry used the scale management, the impacts on the management form to the forest management scale efficiency, effects of forestry moderate scale operation and the measuring methods of the forestry business scale efficiency etc. Secondly make relevant specifications about the article main concepts. In the end the theoretical basis of the paper which are scale economy and technology efficiency theories are briefly reviewed.Chapter 3: Analysis on the management situation of the private forestry in Fu Jian. This chapter analyzes the evolution of Fu Jian forestry management form, summarizes the main management forms, and analysizes the private forest management form situation of the sample farmers, and compared the input and output elements in different management forms.Chapter 4: Application of DEA method to make empirical analysis on the private forestry scale efficiency in different management forms, which is the focus of research in this paper. First, this article introduces the basic principle of the DEA method to construct the assessment model about private forestry management scale efficiency. Secondly explaining about choosing the variable and definition. Finally estimating and analyzing the efficiency among the household contract management business, the management of hills owned privately, and joint-stock cooperative management. They come to conclusions that the overall operation scale efficiency of forest management needs to be enhanced, joint-stock cooperative business scale efficiency is relative taller, forestland management scale needs appropriate adjustments, and the production elements configuration is not too reasonable etc.Chapter 5: Main conclusions and Suggestions. Through empirical analysis in the front, the author puts forward three countermeasures and Suggestions: adjustment measures to the local conditions, choose many forms of forestland management, perfect the woodland circulation system, improve the whole scale efficiency of the forest, and optimize the allocation of resources to improve the production efficiency of forest.
