Advanced manufacturing is the most important industry support for Shanghai to build the "four centers". Given priority to the development of advanced manufacturing has important strategic significance of adhering to new industrialization, speeding up structural upgrading, boosting city's international competitiveness, and making Shanghai to build the well-off society and realize basic modernization. In order to grasp the development historic opportunity of the new round of international industrial transfer and China's industrialization and urbanization, it is necessary to develop the advanced manufacturing first to optimize the industrial structure, develop the competitive industries, level off the middle industry, out of disadvantage industries.As the world economy entering into post-industrial economy era, the tertiary industry--the service industry takes more and more proportion, and develops towards knowledge-intensive, technology-intensive technology trends. Consulting, as an emerging industry in China, comes with the development of market economy. In the despite the enormous business opportunities and development opportunities, consulting industry still have some problems, for example, industry is not standardized, consulting firms are less competitive, which to a certain extent affects the consulting firms to play its role in promoting economic development. Developing advisory intermediary services has great significance of improving consulting services for advanced manufacturing system, promoting the comprehensive development of advanced manufacturing and industrial upgrading, enhancing the competitiveness of Shanghai manufacturing industry and thus being better able to participate in international competition.The main object of study and goals of this paper is the construction of Shanghai advisory service system. Firstly analyze of Shanghai's advanced manufacturing and consulting industry development status and trends, and then analyze the essentiality of establishing a set of comprehensive advisory services system for the advanced manufacturing industry. Based on the above analysis to find out the target advanced manufacturing's needs and characteristics, and then to sum up the current problems in advisory organizations. Finally, on this basis give the advisory organizations some suggestions to improve, on the one hand to give the advanced manufacturing enterprises some reference when choosing the suitable advisory organization, on the other hand, it will enable the advisory organizations to fully understand their own level and make it a better construction and development of the institutions. This article takes the progressive approach to do the research and find out the problems one by one and thus indicating points of view. China's institutions are experiencing unprecedented challenges and opportunities in the new era.
