Research On The Problems Of Government Regulation Grid Electric Energy Prices

Power industry is one of the most important basic industries in our country. In the times of planned economy, our power industry was run in monopoly and its electrovalency was strictly regulated by government. After the policy of opening to the outside world, through the changes of technology and economic condition, the former running pattern of our power industry was no longer adapted to the requirement of market economy. Thus, reform would be needed.From 1998, the market-oriented reform of power industry was begun with the separation of the manufacture part from the network part. This reform paid emphasis on breaking the monopoly and drawing into competition in order to increase economic benefit and fulfill the public requirement. However, the government apparently has broken the former running pattern of power industry, but actually never changed the monopoly and loose the regulation of electrovalency which generate a lot of problems in the new background.In order to change this condition, our government should no longer regulate the grid electric energy prices, let it decided by the market, and establish a new electrovalency system on the priciple of marketization reform. Meanwhile, the government has to further standardize the regulation system of electrovalency and continue the reform of electric marketization so as to improve the efficiency of power industries, guarantee the use and safety of electricity user, and protect the stability of electric market.
