Research On Urban Employment Of The Rural Surplus Labor In Hebei Province

The problem of employment of rural surplus labor force is more concerned by society recently. Hebei is a major agricultural province, it has more abundant rural labor resources. With the increasing of the level of urbanization and agricultural productivity, there are a large number of surplus agricultural populations in rural. How they to be employed faces major difficulties.This paper take the rural surplus labor in urban employment as the research object, based on drawing the results of previous studies, By analyzing the current status of urban employment and factors which influent the surplus rural labor to transfer to urban in Hebei Province. The level of urbanization in Hebei Province is more behind. It is not only behind the national level but also behind the level of neighboring provinces. Industrial structure is not rational, the secondary industry has larger proportion, and the tertiary industry has slower development. Household registration system is imperfect, discrimination in household is more serious. Rural land transferring system is irregular, which leads a lot of land not to be cultivated. Employment system is imperfect ,there is division between town and rural. Social security systems is unsound, the workers transferring from rural are not covered by the social security systems of the city .The rural workers'own culture quality and vocational skills are poor, which reduce their competitiveness in the urban employment. These reasons affect the surplus rural labor to transfer to cities and towns. On the basis of them, this paper proposes some suggestions to speed up the pace of the rural surplus labor transferring to cities. The suggestions are speeding up the process of urbanization,optimizing the industrial structure, developing the tertiary industry vigorously,reducing the settling condition in medium-sized cities, speeding up land to be transferred,improving the employment system and social security system,strengthening the vocational training of rural workers,changing the teaching concept of schools and so on.
