The rural surplus labor force transfer is an inevitable law of the development of economy and society, and an inevitable trend of industrialization and modenization in our country and Jingsu provice. It is the important approach problem to resolve "three agricultures " at all and attain new rural construction's objectives. Now, Jiangsu province rural surplus labor transfer problem is confronted with the new problem and old contradicting that has certain representativeness in the whole nation. Now that, the research is being in progress to it has theory significance and important practice significance.This article utilizes the methord that is the combination of theory with practice, qualitative with quantitative study, elaborated the current countryside surplus force transfer question in Jiangsu provice.First, according the experience of a few developed countries and developing country rural labor transfer, and unifying Jiangsu province's actual situation, We study the history and present situation of the Jiangsu province rural surplus labor transfer in order to summarize the characteristic, intrinsic regularity and social efficiency of Jiangsu province rural surplus labor transfer.Then, according the related data and the matter, we analysis and elaborate some agent and restraint factors that affect transferring of the suplus rural labor in Jingsu provice.Finally, according to these factors, we establish an index system, construct a mathematic model. Furthermore principal components and regression analysis method are used to estimate the effect of every factor on the basis of analysing the system factor in quantization. Various target influence rate size sorting are obtained. According to this, we obtain the main influence targets. Then, Unioning Jiangsu province's actual situation, the advice and strategy are proposed: adjusting structure of rural production, increasing peasant income, improving quality of rural labors, eliminating the blocking role of the institutional factor and developing the tertiary industry.
