Research On The Evaluation Of Regional Public Entrepreneurship Policy In China

As "mass entrepreneurship and innovation" has become a powerful engine for promoting China's economic development,more and more mass groups in China have invested in innovation and entrepreneurship.Popular entrepreneurship has been highly valued by governments at all levels,and various types of entrepreneurial policies have been introduced in succession to stimulate employment,stimulate entrepreneurial vitality,and develop the economy.However,in the formulation and implementation of the entrepreneurial policy,although each government has formed an up-and-down entrepreneurial policy system,the implementation effect of the policy is not the same.Based on this,this study focuses on the evaluation of public entrepreneurship policy system.This study selected Beijing,Nanjing,Chengdu,and Jinan cities for ten years of public entrepreneurship policy from 2007 to 2016 to form a policy library for public entrepreneurship.Through a one-by-one analysis of policy codes,the evaluation criteria for public entrepreneurship policies were determined,and public entrepreneurial policy evaluations were constructed.Indicator system: The evaluation index system consists of a first-level indicator of the public entrepreneurship policy system,the support of the entrepreneurial environment,the cultivation of entrepreneurial abilities and the transformation of the entrepreneurial process to support three secondary indicators and 10 third-level indicators.The group AHP analytic hierarchy process was used to measure the weight of the indicators,and the policy tool coding evaluation method was used to quantitatively evaluate the entrepreneurial policies of the four cities.The study found that Beijing's public entrepreneurial policy evaluation ranked first,followed by Chengdu,Nanjing,and Jinan,which ranked third and fourth.Although the four cities have established a regional public entrepreneurship policy system,the quantitative results of policies reflect that cities have shortcomings in the establishment of public entrepreneurship policy systems,resulting in poor performance.Based on this,this study finally proposes reasonable suggestions for the improvement of public entrepreneurship policy system in the four cities.It is worth pointing that the evaluation index system of entrepreneurship policy constructed in this paper is constructed on the basis of reading relevant documents and analyzing the official policies issued by the municipal governments and relevant functional departments,and has certain innovation and policy science guarantee,and improves the construction of the city's popular entrepreneurial policy system has a certain degree of guiding significance.
