Research On The Issues Of College Students Entrepreneurship Policy In Heilongjiang Province

In March 2015,the State Council's "Government Work Report" clearly stated the policy requirements of "Promoting popular entrepreneurship and innovation" for the first time.In May of the same year,the Heilongjiang Provincial Government issued the "Several Opinions on Promoting College Students' Innovation and Entrepreneurship" to promote Heilongjiang college students.In the double-creation work,after the State Council officially formulated the"Opinions on Vigorously Promoting Public Innovation and Several Policies and Measures for Investing in the People" in June,academic research and innovation and entrepreneurship work began gradually.In the October 19th report of October 2017,we once again emphasized the need to "promote multi-channel employment and entrepreneurship for college graduates," and further enhance the strategic position of college students in innovation and entrepreneurship.Under the background of multiple national strategies for vigorously promoting dual-strengthening strategies,employment-priority strategies,and the downward pressure on the economy of Heilongjiang Province,the study and optimization of innovation and entrepreneurship policies for college students in Heilongjiang Province will stimulate the vitality of market innovation,promote regional economic development,and in particular alleviate the current employment situation of undergraduates.Pressure and other aspects have positive and practical significance.Based on the theory of triple helix theory of entrepreneurship,new public service theory and industrial structure theory,the concept of entrepreneurship,entrepreneurship of college students,and entrepreneurship policy of college students are defined.Through the analysis of the status quo of entrepreneurship in Heilongjiang province and the basic conditions of entrepreneurial policy,it is found that the entrepreneurial policy of college students in Heilongjiang Province is difficult to meet the needs of entrepreneurial talents,the incomplete supply of entrepreneurial services,the lack of linkage between entrepreneurial policies and industrial policies.,and analyze the causes.Drawing on the mature experience of developed countries such as the United States,Japan,and Germany,and the provinces of Shanghai,Shandong,and Zhejiang Province,based on the actual conditions in Heilongjiang Province,we propose to establish a talent mechanism to promote the cultivation and flow of entrepreneurial talents in Heilongjiang Province and build a full cycle of entrepreneurship.The professionalization of the public service system and the industrial orientation of the Heilongjiang college student entrepreneurship policy are three suggestions to improve and optimize the entrepreneurial policy for college students in Heilongjiang Province,and encourage and support college students to engage in entrepreneurial activities.
