Operational Efficiency Evaluation Of China Free Trade Zone And Development Path Analysis

Correct understanding of the operation of the current Free Trade Zone status and economic efficiency is particularly important for the escalation of international free trade zone.This paper use Data Envelopment Analysis methods (DEA) and Principal Component Analysis (PCA) in the process of evaluation efficiency. Use initial data of China's Free Trade Zone in three years to build the integrated model of operate evaluation.Firstly, use principal component analysis (PCA) to get the main ingredients of the evaluation index system. Secondly, use DEA data envelopment analysis methods based the index system, respectively obtained the overall efficiency, pure technical efficiency and scale efficiency. Conduct multi-angle analysis based on the results of DEA analysis.From the empirical analysis and DEA model results, we find that the efficiency values of most Free Trade Zone are lower than the effective number. By the time, under the financial crisis's influence, some areas' operating efficiency still did not have the recovery sign. The pure technical efficiency score falls behind the scale efficiency score. These results indicated that management level of free trade zone has further rise space. Through compared between actual value and target value, there are some waste questions in the resources of input and output.At the same time, this paper suggests specific proposals based on other factors to increase economic value-added measures to help better achieve the bonded port for the hinterland's economic integration and facilitating role. The freight results from the functional structure showed the value of the total impact of operational efficiency is particularly prominent. And further demonstrates the functional structure of bonded logistics process innovation and increase the importance of high value-added. Through empirical analysis and measurement results obtained by the models, found in the development history of China's 13 bonded zones, there are obviously different in the functional structure, funding implementation, geographic location, hinterland and regional economies.
