Metallic mineral resources are not only indispensable important strategic materials of the national economy, daily life, defense industry, cutting-edge technology and high-tech industry, but also one of the main sources of the ecosystem of matter and energy. Iron and steel and non-ferrous metals production is often considered to be an important manifestation of one country's national strength. Metal industry is an important raw material industry of one nation. Its development is able to effectively promote the metallurgical, military, defense, aerospace, construction, machinery, electronics, agriculture and other related sectors of one country.Metallic mineral resources are irreplaceably important in terms of sustainable development. China is the world's largest developing country and the world's major mineral resources, power and mining powerhouse. It's particularly difficult and important to maintain sustained and steady development of metal mineral resources, under the conditions of relative backwardness poor mining and abundant resources, but the total per capita is relatively poor.In recent years, with the rapid economic development, China's supply and demand of mineral resources are in an increasingly grim situation. In order to improve enterprise competitiveness and secure supply of resources, more and more mineral resources enterprises start to "go out" to invest overseas. During the golden age in the mining industry, overseas mergers and acquisitions is relatively difficult. In the current financial crisis affecting the global economy, the backdrop of the global mining industry is in a temporary period of adjustment, it's a good opportunity for China's overseas investment enterprises. Based on the analysis of characteristics of overseas investment of some China's current resource companies and on the analysis of the United States and Japan's overseas investment experience, this article raises a number of issues and the corresponding policy recommendations.
