Industrial structure is the internal forms of a region's economic development. It reflects the relation among the internal elements in economic development and the level of economic operation. To play the macro-management functions of the government, to plan, guide and adjust the industrial structure better by making and implementing effective public policies, is an important work of a regional government to promote economic development. In recent years, with the development and opening of Binhai New Area being part of national economy and society overall development strategy, the development of Tianjin has entered a new phase. Under such circumstances, Heping faces both opportunities and challenges. We must analyze the reality of area development, build emerging industries cluster, and cultivate new economic growth point.This paper collected and summarized detailed data on economic development of 18 districts in recent years, displayed comprehensive level of development of various districts. The author collected the data on main carriers of economic development of 6 urban districts and advanced experiences from the domestic and the international, revealed the status and problems of Heping's economic development through contrasting a series of data. Using SWOT analysis, the paper defined the strengths, weaknesses, opportunities and threats of Heping's economic development. Combining the comprehensive analysis of Heping's economic development indicators and the research on the economic development of 18 districts, based on regional realities, the author proposed establishing 5 new concepts and implementing 5 works, gave the countermeasures and suggestions that to build financial, business, commerce, science and technology, tourism industries clusters.
