Research On Assessment Of Safety Culture For Country-level Postal Savings Bank And Its Application

The security is the eternal subject. In recent years,as a new thinking of safety management, safety culture has been accepted by more and more enterprises. Safety culture level of an enterprise reflects safety quality of his workers and safety management level. And the research on safety culture of enterprises has achieved some result. But at present the establishment of safety culture of postal savings bank is still in the primary stage and hasn't formed systematic theory. In terms of the stem situation of safety management faced by county-level postal savings bank, the preliminary study is tried to analyze and evaluate the actual safety culture level of country-level postal savings bank, and establish a set of valid evaluation index system and fuzzy comprehensive evaluation model to evaluate county-level postal savings bank. Therefore, this research has important theoretical and practical significance.Firstly, combining the development status and existing major problems of country-level postal savings bank, discusses the meaning, construction and significance of safety culture, clears the concept of country-level postal savings bank and lays the theoretical basis of constructing country-level postal savings bank safety culture assessing index system.Secondly, constructs safety culture assessing index system of country-level postal savings bank, includes 4 first indexes such as material culture, management culture, behavior culture and concept culture of safety, and 25 secondary grade indexes. On the basis of assessing index system, decides weight distribution of indexes by expert opinions and analytic hierarchy process (AHP). And referring on fuzzy assessing model, constructs the country-level postal savings bank safety culture fuzzy comprehensive evaluation model based on AHP.At last, use the fuzzy comprehensive evaluation assessment to appraise research to the current situation of the safety cultural construction of Liling postal savings bank in Hunan. The result is showed that the bank safety culture is good. The evaluation result fits to the company's real situation, validating the system's operability and rationality.
