Facing economic globalization, technological globalization and the information technology revolution, more and more countries realize the importance of science and technology, knowledge, resources to enhance the overall competitiveness. They are taking scientific and technological progress as a major driving force for the economic development, and are committed to the integration of scientific and technological resources. However, our scientific and technological developments now are facing two problems, on the one hand, we are short of research and development (R&D) funds and our science and technology are still in the low level. On the other hand, the rate of commercialization of research findings in our country is still low, and the limited scientific and technological achievements can not get a good application, they all result in waste of the limited resources. Consequently, when making important technological R&D plans, we need such a tool, it can not only save the limited technology resources but also make them get the best use. In addition, it can obtain more technology resources through this tool, and reduce the risk of technology investments.At present, one of the most widely used and most effective tool is the technology roadmapping. By using this tool, the government, industry, academic institutions, research institutions and even the public has a deeper understanding and communication to the technological R&D plans, and reach an agreement on technological development priorities, so it can promote the integration of technological resources and reduce the risk of technology investments.Firstly, through the analysis of literature at home and abroad, this paper analyses the theoretical basis of technology roadmapping, and explains its concept, development process and control mechanism. Next, based on the method of theory combining with practice, this text suggests that technology roadmapping development process should include four stages: technology roadmap preparation, technology roadmap analysis, technology roadmap drafting and technology roadmap updating, and clears the main tasks of each stage, together with the explanations of each task. After that, by using systemic analysis method, this paper designs completion mechanism, amalgamation mechanism, regulation mechanism and assessment mechanism separately to correspond with the four stages, they are together formed the control mechanism of technology roadmap, and then this paper constructs and explains each mechanism at the first step. Finally, on the basis of all the above, and in view of the situation and status of technology development in our nation, this text puts forward some corresponding countermeasure proposals on developing technology roadmap.
