| New energy industry has become the focus of economic growth and research topic in economics and management fields since financial crisis eruption. The industry technology roadmap is the roadmap using in the industrial level. It is used to select the key technologies which are necessary for the future development and to draw up the development path and R & D program of achievable strategic objectives based on the systematic analysis on the future industrial development strategies and technology trends within the industries. The study of industrial technology roadmap is a new question in China, especially in Shaanxi province. In the recent yeas, with the excessive energy consumption brought by economic development and the conversion from traditional energy and chemical industry to new energy industries relying on the development of innovative technologies, the new energy industries have been the frontier and hot issue in the field of management as well as the engine of the economic growth in Shaanxi province. However, there are some problems such as vague development direction, digression of technological innovation and market and so on in Shaanxi new energy industry which need scientific and rational planning urgently. In this paper, the sub-fields and technical subjects of new energy industry in Shaanxi province were predicted using industrial technology route planning idea and then technology development roadmap was drawn for both the overall new energy industry and the key subsectors. The major research achievements include:(1)The development of new energy industry in Shaanxi province was summarized as the research basis in reality from aspects of developing situation, scientific and resources foundationand technical innovation.(2)The new energy technologies were selected by patent analysis method and technology foresight in Shaanxi province was conducted by using the Delphi survey method twice. Taken the main technological fields and subsectors as subjects, the technology foresight analyzed the possibility, risk coefficient, achievement time and other issues of the technological subjects.(3)The cluster analysis was conducted to the results of technology foresight and technology roadmap of new energy industry development in Shaanxi province was drawn based on the cluster analysis outcome. Then, the implementation process of technology roadmap in the next 15 years was analyzed in three phases. (4)Suggestions of new energy roadmap in Shaanxi province were given from four factors as talents, innovative system, capital and government functions based on the current situation, outcome of technology foresight and technology roadmap. |
