With the in-depth development of economic globalization and initial formation of the knowledge economy, innovation-driven has become a global consensus. Countries have to practice innovation-driven as the development approach and goal to seize the high ground of the "economic" and "technical", to fight the initiative."Development Report of International Competitiveness" published by World Economic Forum the reality that at present China is still in the efficiency-driven stage, has not yet entered into the innovation-driven stage. Research by many domestic scholars also shows that compared with typical innovation-driven country like Finland, Switzerland and Singapore, the lower the efficiency of innovation, innovation urgently improved, our country is low in the innovation efficiency and the innovation capacity should be improve soon.National innovation capacity is not only affect the national industry competitiveness but also determine the potential for future development of a country. Increasing scientific and technological input as the effective way to improving the innovational capacity. In recent30years, we have been continuously strengthened the S&T input. Total R&D spending nearly a decade with an average annual growth rate of20%, R&D staff of full-time equivalent average growth rate is over10%. For a long time our innovative scattered resources, duplication and inefficient use of higher factors restricting enhance our ability to innovate, resulting in a national science and technology investment and innovation capacity does not match the growth rate of the phenomenon. Under this form, we must ascertain the status of our national S&T resources, as well as the configuration of different resources through different forms of technology into the efficient use of different research on the subject, to provide the basis for implementation of S&T resource reallocation.With the number of patent applications and the sales of new products as indicating elements for national creativity, this paper establishes a simulation model on the promotion mechanism of S&T input on national creativity based on the System Dynamics. The impacts of different factors (the S&T funds, the turnover of personnel and change of policies, the mobility of funds and personnel among enterprises, research institutions and universalities) on national creativity are simulated through the Vensim PLE software. It is revealed how the S&T input with various forms and sources affect the national creativity as well as the corresponding impacts. The results have shown that:(1) It is more in favor of national creativity by allocating more S&T funds to universities and more S&T personnel to enterprises and universities;(2) From the perspective of S&T policy, increasing education inputs and strengthening patent protection can both efficiently enhance national creativity.The results of the research on efficiency of resource allocation show that the current configuration of the scientific and technological resources is not optimal. Because of the complexity and diversity of subjects participating in the national innovation system, to complete the Reassemble of investment form and reallocation in the Participating subjects of S&T resources should rely a new innovation formal-synergy innovation. Combine with the synergy theory and innovation theory, to find out the possibility way to reallocate the S&T resources. And establish appropriate mechanisms to run on this basis, to provide reference for China from the perspective of S&T to optimize the allocation of resources for the implementation of collaborative innovation.This study is began with the theoretical research, combined with the analysis of the actual situation in China, combined with the actual needs from the perspective of the theory and methods of research to find the optimal path of practical significance. The results for the conduct of collaborative innovation system construction and innovation activities have a certain significance and value. In this context, the resources from innovation to enhance efficiency of national innovation capacity departure, optimize the allocation of resources to accelerate innovation system construction in China, the implementation of innovation-driven development strategy is important.
