Led by the scientific concept on development is all right in theory, and it is also very important.This paper deals with that we need to turn our outlook on development in order to solve real contradiction, that is, from traditional concept of development to new scientific concept of development. We need to borrow and learn the experience of developed countries and combine the practical situation of our country on developing problem.
