Rural Living And Environmental Impact Assessment On Land Consolidation In The Town Of Yongxing, Qu Country

Western China, vast region, traffic inconvenience makes the relative geographicisolation and segmentation; lack of infrastructure, lower per arable land, the higher thefrequency of natural disasters, regional vulnerability of human settlements is a majorfeature in the western regions living environment. The land consolidation will have asignificance in coordinatting regio development, improving the living environmentand riching regional land consolidation theory.We study the rural living andenvironmental before and after from the engineering measures at the base of the landconsolidation projec in the town of yongxing,Quxian country Sichuan Provinc.Andthen, establish evaluation index system of comprehensive benefits from the sides ofeconomic, social and ecological,the basis of the impact of land consolidation on ruralliving environment,and thus a more rational evaluation of the effectiveness of landconsolidation to provide a scientific basis.Last, provide guidance on landconsolidation project on the base of two above evaluation results.The town of yongxing, Qu country is in southwest of DaZhou Sichuan Province,typical of the western mountains. The land consolidation project concerns land, water,roads comprehensive treatment, not involving forest, village renovation. Project onland consolidation on rural living environment was reflected in increased acreage offarmland in the project area a total of 1561.09 acres of additional land, additional landwas 10.91%, improving quality of cultivated land, soil erosion rate of the project areabefore finishing 0.11 increased to 0.33 after finishing, land degradation refers to preorderindex fell 16.25 to 12.21 after finishing, increasing farmers income, the incomeof one person in the project area from￥2978.12. to￥3161.89 one yearand othergood social benefits and other positive effects, as well as in the construction process ofland consolidation may lead to negative factors such as the impact of the project areawater environment, affecting biodiversity.This evaluate of land consolidation on rural living is at the base ofcomprehensive study the theory of land management on rural living environmentimpact evaluation,build the evaluate system from three aspects as economic, socialand ecological,18 evaluation items.And then use the Delphi method with AHP to determine the weight of seconomic, social and ecological benefits were 0.16,0.30,0.54weight to determine the correlation between the contact evaluation .This paper gets thesimilar areas of land consolidation the most important four factors were soil erosion,improve the system of disaster bearing capacity of the project area, land consolidationto respect the wishes of farmers, increase the vegetation cover in the project area.Finally, we use comprehensive index calculation, after the land consolidation projectarea increased72.21% overall efficiency, overall efficiency rating of moderate.Through comparative analysis of the evaluation results can be objective, andcomprehensive land consolidation reflects the benefits arising from a comprehensiveevaluation of land consolidation on rural living environment, to provide reference forland consolidation practice.
