Land is an important factor of production in social and economic development and rational and effective allocation and utilization of land resources affect the sustainable development of the national economy.Today,with the increasingly tense relationship between people and land,the comprehensive renovation of rural land can solve the problems such as the shortage of urban construction land and the extensive use of rural construction land to a certain extent.However,the implementation of comprehensive renovation of rural land will also bring a series of problems to farmers,such as changes in lifestyle,living areas and their own psychology,that is,it will have an impact on the welfare of farmers.What will happen to farmers' welfare before and after the comprehensive renovation of rural land and what factors affect farmers' welfare are worthy of in-depth exploration and study.From the perspective of farmers,with Haiyan County,Zhejiang Province as an example,based on the relevant theories of welfare economics,the welfare index system framework of farmers is constructed in this paper from the aspects of economic conditions,social conditions,living conditions and psychological factors by means of drawing lessons from Amartya Sen's feasible ability theory combined with the resource endowment of the comprehensive renovated areas.The characteristics of demolished old areas such as land scale,farmers agglomeration degree,land location and housing condition,characteristics of relocated famers such as age difference,income difference and cultural difference,characteristics of resettlement methods such as townhouse resettlement,single-building resettlement,apartment resettlement,monetary resettlement and other resettlement,and characteristics of external policy such as the standard of housing compensation and the degree of publicity involved in the comprehensive renovation project of rural land are comprehensively introduced into the study of the impact on the welfare of farmers.The fuzzy comprehensive evaluation model is used to calculate the change level of farmers' welfare index before and after the comprehensive renovation of rural land,and then the multiple linear regression model is used to analyze the influencing factors of welfare change.Finally,based on the research conclusions,the corresponding policy recommendations are put forward.The conclusions of this paper are as follows:(1)The comprehensive renovation of rural land has an important impact on the welfare of farmers.The significance level of the impact reached more than 99%,the overall welfare of farmers increased after the comprehensive renovation of rural land,and the total welfare index rose from 0.371 before the renovation to 0.492 after the renovation,an increase of 0.121.Among the four characteristic factors of comprehensive renovation of rural land,the degree of agglomeration,the location of land and the condition of houses under the characteristics of demolished old areas,the age and income differences under the characteristics of relocated farmers and the compensation standards under the characteristics of external policies affected the welfare of rural households to a significant level of 99%,while other resettlement methods pose a significant impact at a significant level of 90%.(2)The implementation of comprehensive renovation of rural land has improved the social conditions and living conditions of farmers.The welfare index of farmers' social conditions rose from 0.285 before the renovation to 0.467 after the renovation,while the living condition changed from 0.463 before the renovation to 0.645 after the renovation,with an increase of 0.182.The comprehensive renovation of rural land has solved a series of problems,such as the relative lack of village construction planning,messy land use,relatively poor roads condition and public security.The resettlement areas are constructed with unified townhouses or apartments,completed with living facilities,shops,medical and health service stations,entertainment places,schools and activity centers for the elderly,employment opportunities are far better than before,and the living quality of farmers has been significantly improved.The factors that have the most significant impact on the social conditions of farmers are the location of the land in the demolished old areas and the compensation standard,which has a significance level of 99% and the factor that has the greatest impact on the living condition is the location of the land in the demolished old areas,which reaches a significant level of 99%.(3)The comprehensive renovation of rural land has a little influence on the changes of farmers' economic conditions and psychological factors.After renovation,the economic conditions and psychological factors of farmers increased by 0.014 and 0.001,respectively.The main reason is that after the renovation,the agricultural income of farmers decreased to a large extent,while the total expenditure on living increased due to the increase in the cost of purchasing food and farmers who were originally engaged in agricultural cultivation and production activities became unemployed due to the transfer of land.Without fixed source of income,the economic conditions of farmers change just a little.The location of land in demolished old areas and monetary resettlement affect the economic conditions of farmers at a significant level of 99% and 95%,respectively.The small change in psychological factors is mainly due to farmers' inactive participation in community affairs after the renovation,complicated composition of the residents in the resettlement areas from different village groups,tedious community affairs,and slow disclosure of information which resulted in that farmers in the resettlement area failed to get real-time dynamics of community affairs;what's more,farmers themselves spent more time on new work,and did not pay enough attention to community affairs.The size of the land and the location of the demolished old areas significantly affect the psychological factors of farmers at the 99% level,while the way of apartment resettlement poses a significant impact at the 90% level.
