China is a country with less per capita arable land, poor quality of arable land, scarcity shortage of reserve cultivated land. The obvious contradiction between human and land is the basic situation of our country. Rural land consolidation is the inevitable choice for China to solve the current land use problems, to ensure food security, to promote balancing development between urban and rural, to build a new socialist countryside. Rural land consolidation, as one of core content of land use and management, its status and role are more and more important at present and the period with quite long future. In response to our national policy, government continued to increase capital investment throughout the country from central to local levels. Land consolidation projects are carried out in full swing.As one kind of public works which demands plentiful investment, rural land consolidation project not only produce use-value, bringing economic benefits, but also produce worthiness. At present, there are large number of researches on economic assessment and ecological assessment, which is mature in assessment means and theoretic system. In contrast research on rural land consolidation and social assessment is actually rare. However, compared with other public works, rural land consolidation project which possesses public quality put emphasis on contributions to the society to a higher degree. Thus, paying attention to the social assessment is essential to guarantee smooth implementation of rural land consolidation projects, to ensure economic, social and environmental coordinated growth, and to reduce negative impact on the community.In this paper, a suitable theoretical framework and methodology about rural land consolidation project was attempted to explore and establish, which can provide guidance for rural land consolidation project in our country, by reference to the relevant advanced theory and practical experience of public works both in domestic and foreign countries. In our study, firstly, we described the topic background, introduced the concepts and features and other related theoretical foundation of rural land consolidation project social assessment in detail, and also pointed out the necessity and feasibility of the social assessment of rural land consolidation project, in order to lay the foundation to later part of this paper. Secondly, the content of social assessment of rural land consolidation project had been defined, and the indicators were chosen from social impact, social adaptability and social risk to build evaluation index system model. Third, according to rural land consolidation project characteristic, we chose the fuzzy-hierarchy comprehensive evaluation model as the evaluation model on the basis of summary and analysis the various evaluation methods. At the same time, we explicitly described the process of this model. Finally, Liuhe District boundless expanse of fertile farmland project was selected as an example, using fuzzy hierarchy comprehensive evaluation model to carry out social assessment. And the corresponding countermeasures and suggestions were given according to the evaluation results. The research showed that the index system and evaluation model which were established in this paper have some certain maneuverability and application value.The innovation of this paper can be displayed as follows:Learning from theoretical foundation of social assessment in public works, this paper combined rural land consolidation project and social assessment together, built index system and evaluation model according the character of rural land consolidation. Thus all of that can make some significance to rural land consolidation evaluation theoretical system.
