During the initial period of China's Reform and Opening up, In order to solve the problems of shortage of funds exiting in the highway construction and the sluggish development of highway, in 1984, the State Council approved and implemented the "loans roads and Tolling" policy, The implementation of the policy has promoted the development of China's highway construction and comprehensive transportation system and produced excellent social effects. In recent years, along with the rapid growth of the total amount of Government loan repayment Highway a great deal of questions existing in the operation of this kind of highway have aroused widespread concern of the whole society in order to select the appropriate operation model and solve many problems existing in the operation model of Government loan repayment Highway, This article, mainly under the analyzing frame of Principal-Agent theory, chooses operation model of Government loan repayment Highway as the main research object and explains deeply the problems of the Business-type operation model of Government loan repayment Highway.This paper is divided into three parts, the first section summarizes the relevant literature which can divided into two chapters:(1) Introduction. The first chapter mainly introduces the starting point of the thesis, the research significance, methods and contents, and the frame of the treatise. (2) Summary of relevant theories and research. This chapter mainly analyses the key conception—the operation right and model of Government loan repayment Highway and the Principal-agent theory and the research of operation model of Government loan repayment Highway was surveyed theoretically, which laid the theoretical foundation for the research of of operation model of highway which was repaid the loans by the government.The second section are the Research on the Principal-Agent problem of Business-type Operation Model and the choices of the Operation Model which can Divided into two chapters:(1) Research on the Principal-Agent problem of Business-type Operation Model under the analyzing frame of Principal-Agent theory, This part explains deeply the problems of the Business-type operation model which was repaid the loans by the government from three aspects and pointed out the shallow, deep and root reasons which caused these problems.(2) Choices of the Operation Model Firstly, Through analyzing the problems and according to the other operation models of toll road, this part put forward the basic principle and thinking way for selecting suitable operation models of Government loan repayment Highway. And then proved the feasibility of different operation models. At last, this part puts forward the suitable operation models of Government loan repayment Highway entrustment operational modes of toll collection right and rental system modes of management right of advertising and service facilities.The third section are some practical measures on modifying and perfecting operation model of government repayment highway. This part mainly puts forward some corresponding countermeasures on modifying and perfecting operation model of government repayment highway from the aspects of legal system, business system and technology. Moreover, providing theoretical supports on popularizing the entrustment operational modes of toll collection right and rental system modes of management right of advering and service facilities.
