Study On The Investment Costs Control System Of Expressway Construction Projects

Transport industry is the basis of developing the socio-economic in our country, and it's the power to promote economic development and social progress. In recent years, as the rapid development of the socio-economic, the corresponding transport systems are shaping increasingly, and the construction of expressway has become one of the pillar industries developing rapidly, increasing funding for it. However, the highway construction project has a large body, and builds for a long period, involving a wide range of other industries, which also is affected by the social, economic and natural environment of the region along the highway. So the investment of the highway has always been changed by these factors or out of control even. In order to provide the steady and sustained economic security better for the highway, with using the limited economic resources scientificly and rationally, enhancing the control over the investment costs of highway is need to act immediately. Therefore, the article has systematic studied on the investment costs of highway from the perspective of construction unit, taking the control system theory as the theoretical basis.At first, through investigating the using status of the highway investment costs, the problems and the influence factors existing during highway construction period have been showed clearly by the article. Then it has formated the investment costs control system applicable to the espressway based on the control system theory and set the subsystems according to using function of the control system, with the analysis of the method and mode of operating each subsystem in-depth. Finally, the article took a highway construction as an example for analyzing the mode of each subsystem operation, to verify the dynamic operating process of the investment cosrs control system.The full-article combined the basic principles of control system closely, stated the investment costs control system around highway construction projects, and mainly researched the function of every subsystem. In the paper, it formated the WBS and OBS of highway construction projects, analyzed the deviation and forecast of the investment costs using Earned Value Concept (EVC) and Growth Curve Models respectively. Meanwhile, in view of the feature of highway construction projects, the paper particularly discussed the management of information, measurement, claim and design alterations in consruction stage, and also proposed to inspect and track the project implementation at any time to facilitate investment costs control with active and dynamic management. Ultimately the purpose of the expressway investment costs control is realized.
