Evaluation Of Highway Unblocked Reliability Based On Different Interest Subjects

Transportation is the lifeline of national economy, and one of the fundamental forces to maintain the modern economic growth, and also a basic condition for normal running of modern society. It not just undertakes the transportation task of national economy development, but also needs to adjust to the situation of national economy development, and to the domestic needs for transportation. With the development of national economy and society, the government is putting increasingly efforts on fundamental structure construction, especially on the highway fundamental constructions, with the aim to offer better service for transportation. However, in actual practice, the dislocation phenomenon between highway construction and transportation exists commonly. On some highways, the traffic stream is saturated or over-loaded soon after the construction is accomplished; while on some highways, the traffic stream or trucks and cars are far from enough long after it is finished, which didn't play its role economically and socially. This phenomenon proves that the advantages of systematical function of highway network in promoting the transportation industry development are not well performed. Therefore, this thesis makes a deep analysis of the typical problems existed in the process of highway playing its role in transportation. Starting from the basic function of being unblocked, this thesis gives a reasonable evaluation for the function realization state and its economic rationality of highways.Based on the scientific support and guidance from western economics, transportation economics, welfare economics, transportation projects, systematic, and etc, and closely related to the theoretical basis of value stream theory and transportation demand theory, this thesis is intended to offer an overall analysis of the unblocked function of highway under the condition of a specific area, economy, society and transportation environment. Starting from the volume, this thesis gives an evaluation of the highway unblocked state, which would offer a basis for the coming research of highway blocked state or over unblocked state, as well as for the utilization efficiency and profits of highway. Secondly, applying the method of a specific volume with a specific situation, taking the angle from the different interest subjects such as national economy, highway fundamental structure supplier and the transportation clients, the author makes a index system for the highway unblock reliability, which offers an evaluation for the unblocked state economically and thoroughly from the layer of quality.The study of this thesis contributes to making the contents of the highway networks perfect, discovering the inappropriate factors existed in highway networks, which helps to offer evident for optimizing highway networks, and sets the basis for perfecting the systematic functions of highway networks. Evaluation of highway unblocked function based on different interest subjects also helps to strengthen the specific analysis of traffic stream and transportation stream among different highway networks, making the functions of highways in different grades clear, meeting the demands of different interest subjects, distributing highways in different grades reasonably, increasing the efficiency of using highways. And also it contributes to satisfying the demands from different kinds of transportation, improving the service quality, and promoting the healthy development of modern highway transportation industry.
