A Comparative Study On Post-evaluation Of Highway Construction Project And Completion Evaluation Of ADB Project

The national highway industry has been developing at a fast speed since the 1980s. Construction of highway projects not only improved the transportation conditions, but also made great contribution to social economic development, leading areal industry and population distributions, as well as making the town system complete. As to learn from the past lessons and experiences, make accomplished projects perfect, improve projects under construction, guiding projects to be constructed, and improve the investing decision making level and management quality of highway construction projects, the post-evaluation of highway projects are of great necessity. Investment from foreign countries takes a small share in our national high development, but plays a very important role. As a financial institute, the strategic target of Asian Development Bank (ADB) is to reduce the poverty in the area of the project and promote the social economic development. Thus the loading project from ADB doesn't just focus on the investment profit, but also on the social impact, environmental impact and poverty reducing situation in the area of the projects. In order to fasten the relationship between the post-evaluation of our highway construction projects and completion evaluation of ADB projects, a comparative study on the two are of great significance.Based on the guidance of the systematic construction theory, efficiency analysis theory and social influence evaluation theory, this paper makes an introduction of the relevant concepts and theories of the two evaluation reports, with the core of the differences and sameness of the two kinds of evaluation reports. Taking the comparative analysis method and efficiency analysis method, this thesis illustrates their aims of evaluation, features and value orientation. Combing with the evaluation target, this paper analyzes and makes a comparison of the two kinds of evaluation reports in aspects such as evaluation methods and process. Finally, based on said index system and evaluation methods, and take the completion report of Shanxi Highway Development Project (Highway from Yumenkou to Yanliang) which is a loading project by ADB as an example, to make a concrete analysis according to the project, thus to get the similarities and differences of the two kinds of evaluation reports.The study of this thesis contributes to improve our national post-evaluation system for highway construction, in that during the research, some evaluation factors need to put into consideration during the post-evaluation procedure. Besides, this research also functions as a guide for making better use of the ADB load project in our country.
