Study On Post Evaluation's Indicator In Resettlement And Rehabilitation In Highway Project

Highway projects will cause some people losing land and relocating house. The large number of population migrating is resettlement. Production and living of these resettlements are affected to different degrees, which is a non-compulsory nature of voluntary act. Whether resettlement can be properly resettled not only directly related to sustainable development of resettlement themselves, but also impact on local economic development and social stability and unity. One of ways of judging resettlement effect is carrying out post evaluation of highway project resettlement case. This will not only help detect the effects of resettlement and extent to achieve the desired objectives, but also to provide scientific basis for post-resettlement work, then promote the scientific and standardized of highway resettlement management.On the base of consulting the advance of post-evaluation of resettlement throughout the domestic and international countries, According to resettlement policy in our country and the characteristics of highway project resettlement, this paper use the method of system evaluation to constitute the indicator system of post-evaluation in highway resettlement. The resettlement system is divided into society system, economy system, environment system, and resource system by system analysis. According to the evaluation objectives of each subsystem, the best indicators will be selected gradually, then AHP will be applied to establish hierarchical structure model and assign weight for every indicators. And fuzzy analysis method will be used to do positive analysis for the resettlement of the Ya Lu Highway Mianning Segment. Finally the evaluation results of every subsystem and the whole project will be obtained.
