Since 2000, the china's telecom market's became complex and intensive. China Telecom, China Mobile, China Unicom and many other telecommunications carriers exists in the same place. For China's telecom, as the industry has experienced 20 years of rapid growth, it came to the turning point of the future development. The natural advantages of mobile phone and will occupy more and more market share of fixed telephone. In this circumstance, number of telecom operators began to compete on price and service quality. We can forecast, in the future, a very strong change will take place in the telecommunications industry when the increasingly, important competition which has been brought by the 3G licenses through all the operators. So it's also easy to forecast that the facility manufacturing or construction will be the new engine of the industry. It's both opportunities and challenges for everybody in this industry. How can the telecom operators improve the efficiency of the construction project? How can they enhance the cooperation between each other? How can different departments in each company to work together and achieve the same object and how can we train our own professional project management, has become the current popular topics in this field.In this paper, we use Guangzhou Telecom's 2009 core network circuit of provincial as the research base. I analyze the advantage of Guangzhou Telecom project management model and summarize the useful experience. And I also analysis the Guangzhou Telecom telecommunications engineering construction process to see how to carry out the specific project management methods and tools to achieve effective project management and process control. We applied the project management theory, symmetric theory and cluster management theory in this research. We got following conclusions finally.(1)Reinforce the importance of project management applications in telecom construction project. Through the maximizing the regulatory working process, reducing communication steps; we can create the abundant project schedule and quality management.(2) Focus on the motivation of project manager. We should emphasize the daily habits and mechanism in everyday work are the same crucial as choosing a consolidate supplier or inviting some consulting partners.(3) Summarize the different key points of different phase of the project and sort out the useful key learning in daily work. I hope that through this research, the construction of Guangzhou telecommunication advanced experience can be applied in other field and help the other company to do better.
