This thesis introduces the content, core task and its function during the projectmanagement of the cost management theory. By the analysis in the cost control theory,and clarifying the relationship among control theory, development of cost controltheory and four major objectives of project management, this thesis analyzes the rolevalue engineering theory plays in cost control, and details the technology of projectcost control, especially on the concept of earned value method, calculation of keyparameters, analysis method. The demonstration is based on the cost control of ACommunication Corporation SDH Network Project, this thesis introduces thebackground, content and cost structure of this project, lists the project’s resourcerequirement and Work Breakdown Structure (WBS),summarizes the project’sresource plan. Then per associated data from previous projects and measurableestimation, the thesis calculates the targeted total cost. Combining the presentcommunication construction budget institution, the thesis generates the project’s costbaseline plan. Following the project’s progress and associated actual cost, it calculatesBCWP,BCWS,ACWP,CV,SV,CPI and SPI, parameters of earned value method, andperforms the weekly track and analysis to project’s cost baseline plan. For those gapsfound, takes the associated actions to correct them. At last, this thesis summarizeshow to smoothly and effectively apply earned value method in communicationconstruction projects, and how to improve the earned value method.
