Since the 3G Time, China's telecom operators market environment has changed dramatically as is common evidenced by the changes in market competition. Face the new competitive environment, all of major telecom operators are paying more and more attention to their own core competences. As the first major telecom operator, China Mobile has been keeping the absolute competitive advantages. However, faced with the new competition pattern in 3G Time, China Mobile's own advantages begin to face the potential challenges and tests from different aspects.Therefore, to study the core competence of China Mobile in the new environment will have a strong theoretical and practical significance.This paper puts forward the concept and continents of competence and core competence by studying the concepts at home and abroad. Meanwhile, based on the Value Chain theory, this paper builds a telecom operator's core competence model. According to this model, this paper uses fuzzy evaluation method and standardized method to give scoring evaluation to the core competences of all the domestic telecom operators, and gets the consequence that the core competence of China Mobile is mainly manifested in four fields as the strategic management capabilities, brand and customer service capabilities, network quality and network operations capabilities. Based on the competitive environment and the competitive characteristics of 3G Time, this paper particularly discusses the development strategies of cultivating and enhancing China mobile's core competence in 3G Time. The development strategies are mainly manifested in perfecting branding system and enhancing the brand value, enhancing service capacity and strengthening customer retention, strengthening networks construction and improving operational capabilities and so on.So, by studying the core competence of China Mobile in 3G Time, this paper provides a useful reference value and practical significance for China Mobile to maintain its competitive advantages in 3G Time and to effectively promote its own long-term development.
