| With the development of information technology, the traditional no "paper" work has been gradually transferred to no "site" work. The humans have gotten rid of the computers and Internet cables step by step and applied the solutions based on mobile information. The mobile information plans are being widely utilized in a number of industries. The maturity of 3G technology paves the way for the application of mobile information. When promoting the mobile information projects, we found that the government, as a special subject of the projects, has distinctive industrial features. How to figure out a scientific approach according to these features so as to improve the rate of the success has become an important topic for the project managers.Project management can be divided into two phases:the project feasibility phase (definition and development) and project acquisition phase (implementation and completion). Among them, the project feasibility phase is the source of the project which is definitely our focus.In this paper, we collected and summarized the projects we participated and took charge of ever since the year of 2003. These projects include the Mobile Information of Beijing Tourism Bureau, the Grid of Dongcheng District, the Mobile Law Enforcement of Beijing Municipal Bureau of City Administration and Law Enforcement, the "Guiguantong" of Beijing Municipal Commission of Urban Planning, the Bidding of Mobile Information Platform for Beijing Municipal People's Procuratorate. Based on the summary and further research into theories, we propose several effective management approaches and principles for the governmental projects.This thesis starts with a brief introduction to the basic knowledge of project management and then introduces the development of mobile information The main parts focus on the features of governmental projects at the phase of project definition, especially on four aspects: communication management, time management, risk management and procurement management.Firstly, according to the analysis of two projects——Mobile Information of Beijing Tourism Bureau, the Grid of Dongcheng District, the Mobile Law Enforcement of Beijing Municipal Bureau of City Administration and Law Enforcement, this thesis proposes that for government clients, we should set up the governmental functions like "public service" and "social management" as the starting points to seek the clients'needs; when confirming the needs, we should make smooth communication with the policy-makers in the units, establish various internal communication channels and attach importance to the internal integrators, in order to create an excellent base for the projects.Secondly, the governmental projects relate closely to the governmental budgets. Therefore, the "time management" must be carried out with reference to the schedule of the governmental budgets.Thirdly, for risk management, after analyzing the Grid of Dongcheng District and the "Guiguantong" of Beijing Municipal Commission of Urban Planning, we suggest that the implementation of governmental information is not only technological enhancement, but also management model innovations. This should be emphasized during the phase of project demonstration. Moreover, there are strict regulations on information security.Fourthly, the idea of governmental procurement is put forward after we analyzed the Bidding of Mobile Information Platform for Beijing Municipal People's Procuratorate. We summarize the characteristics of governmental biding and tendering and recommended the principles and advices for bidding.The mobile information program is now a value-added service which the telecom operators are promoting vigorously. Every major operator is sparing no effort to explore in this field. This thesis intends to be the reference for colleagues and to promote the wild use of mobile information business into governmental affairs, so that the governmental images will be beautified, the management enhanced and the public service improved. |
