Along with development of the communications business,in the vast customer of telecommunications Operators in china, Government and enterprise customer become the most value customer group with its high ARPU(Average Revenue Per User) and good collective effciency.That makes telecommunications Operators have focused on enterprise customers, work involved in the field of enterprise project guided by idea of project management has become very important for all communications enterprises.Meanwhile, project management provide us an effective instrument for improving competitiveness of fighting for government and enterprise market.This topic takes mobile company government and enterprises special line project as the platform in Xinjiang Akesu branch and makes research on the project time management, project quality management and project communication management. The main work as followings:Firstly, this dissertation reviews the research background、the current development at home and abroad and the basic theory of project management.Including project management definition and advantages and project management body of knowledge. project management body of knowledge includes two aspects: nine knowledge areas and five phases.Then, this paper analyzes the status quo of mobile company government and enterprises special line project in Akesu area which includes project general process engineering project management.And combined with the status quo the paper analyzes the time management,quality management and comunication management current situation,pointes out the existing programs.Problems in project time management:Over ptimistically estimate the time,leading to loopholes;customers change the demand frequently,systerms repeatedly revised and project planning is not reasonable.Problems in project quality management:Job location, there is been constructor misconduct; Construction scheme is not detailed by the company; Installing simple temporary equipment when Equipment supply is not timely.;Trouble processing and Previous capacity expansionis not timely.Problems in project comunication management: communicating the progress of the project through email,telephone and paper materials,that needs to check frequently,leading to lower efficiency; Project members are not free to communicate with the limitations in the professional field、Department communication and communication with the user is both not enough.At the last,suggestions are given to these problems existed:Improvement measures of project time management: To carry out information management and build efficient team.Improvement measures of project quality management: Make construction site management; Full account of the construction process and technology program;Technical training and Reasonable allocation taskto team members;For important line,making implementation of security optimization.Improvement measures of comunication management: Account manager should continue to learn to break the limits of the professional field;Doing good communication with customers and departments; Establish regular communication mechanism with class of important group.this article mainly improves these aspects of Builders, relationship managers and project team.
