With the continuous development of the market and user requirements on the rise, the telecommunications industry is becoming increasingly fierce market competition, China Unicom, China Telecom, China Mobile, the three major operators in the formation of the communications industry of Beijing's three main operators. Between the various operators from the customer, business, networks are strengths and weaknesses, both in pre-market negotiations to the introduction of new products, or from the latter part of network maintenance to the service norms, in order to win in the competition, it must have its own unique. View of the current fixed-line telecommunications industry, competition in the market situation in the increasingly uncertain, the business trend is clearly between the alternative, heterogeneous and more intense competition, fixed-line operators have entered the era of the fine. Operators can no longer solely rely on the same as in the past put the number of installed drive development, we must speed up institutional innovation, in order to more effectively close to user needs, and to provide a differentiated product, will it be possible to win in the competition. Can be said that operators face a "cost saving and income" in a period of pressure than ever to be great. Operators have more and more focus from the product itself will be transferred to the customer's needs, business profitability and network efficiency and so on up, by providing a more personalized, hierarchical service to improve APRU value, improve customer loyalty and thus to retain customers in the network. Therefore, how to improve their telecommunications network operated by the competitiveness, that is, efforts to improve the level of the local network of intelligent, more rapid introduction of new services, telecom carriers are becoming the focus of attention.Beijing Unicorn's network intelligent reconstruction projects, is the Unicom from 2006 to 2008 focus on projects involving the local voice network switching Unicom, intelligence operations, transmission, load, power, monitor, network management, billing and accounting, operations support etc. It is various aspects of Beijing Unicom revolutionary transformation of the local voice network engineering. Beijing Unicom's network transformation project is an intelligent switching network of traditional smooth transformation and evolution of NGN technology, fully integrated systems engineering, which implements the use of traditional switched networks to provide more new business purpose. For the successful completion of the project company was set up headed by the deputy general manager of the project team, and set up a technical group, engineering group, business group, Operations Support Group, Safety Steering Group, logistical support group and many other professional team, using Project strict risk management approach to identify, analyze and control the risk of the project, ensuring the smooth realization of the project objectives.In this paper, the status of the project analysis, project objectives, project scope of work of the project team, project schedule management point of view, the use of project management, project risk analysis, risk avoidance, risk response plans, risk control plans for, intelligent transformation of Beijing Unicom, the successful completion of the project provided a strong guarantee in order to ensure successful completion of the project and summarizes a set of effective risk management approach, applied to other reconstruction projects.Beijing Unicom intelligent transformation project in the "multi-vendor environment, the realization of nested smart business," was issued by the Chinese Institute of Communications Science and Technology Progress Prize, and received the Ministry of Industry and Information Technology and the group's praise. Completion of the report were as a network transformation project intelligent technical team and engineering team and key members of the entire process involved in improvement projects.
