| As the corporate leadership, Group leaders , at the grassroots level, plays an important role between the staff and the corporate management. Team and group leader's ability to perform its duties, ability to reach excellence in their job performance, determines the service quality of aviation service, to some extent determines the development of enterprises and the change in success or failure. Therefore, how to break through the limitations of traditional human resource management, using the scientific method to determine the selection, training and evaluation standards of the group leaders for human resource management has become the problem. The management concept of Competency model was proposed in 1970s by American Researchers, it have been developed applications to identify the skills and personality characteristics required to complete a job, it is being more concerned with regard to its potential role in configuring human resources and improving performance. Therefore, the study of group leaders'Competency model has important theoretical and practical significance.This study, through the search and analysis of literature, open-ended questionnaires, interviews, panel discussions and other methods, discussed the structure of the civil airport ground services group leaders'cometency model. In data processing, Using some statistical methods such as regression analysis, Correlation, Exploratory factor analysis and Confirmatory factor analysis in Structural equation model, and so on. The results showed that, the competency model of ground services business group leaders in civil aviation enterprises is composed by three dimensions, contains 9 factors: Management Skills, including Team building and leading, cultivate subordinates; Personal characteristics, including professional skills, learning ability, self-confidence, responsibility, flexibility; Interpersonal skills, including communication skills, interpersonal understanding. In this study, we propose flexibility dimension in competency model of group leaders in enterprise, and adjust it to the most appropriate, In order to achieve optimum performance. Also, we propose Team building and leading dimension in competency model of group leaders in enterprise, we think that "team building and leadership" is the company with all sectors are subject to the competency. This study also discusses the structure of the group leaders'Competency model in different sectors model, that is, the group leaders in different kinds Professional of the Competency model of the typical manifestations on the nine dimensions.This paper investigates the"people"variable's influences upon the valuation of ground services business group leaders of civil aviation enterprises. The difference analysis of people variable, such as sex, age, type of work, educational background and seniority, shows that the female score higher than the male on"ability to understand people relationship"and"communication ability"while the male got higher score in other seven competencies. The safety management class values"responsibility"much and the production technology class takes more notice of professional skill; the sale class scores lowest in the recognize of group build; the group leader under middle school academic qualification gets low score in confidence and communication ability; the older group leader scores lower than others in group building and leading; the short-seniority group leader behaves worse than long-seniority ones in professional skills; on the relationship understanding ability index, the intermediate-time-seniority group leader got highest score. |
