In the era of the knowledge economy, the knowledge becomes the most important resources in the business activity of the enterprise management gradually, people masters the knowledge and the enterprise innovation it brings stress the position and function of person in the economic activities, The humanist management is strengthened. Therefore, the research on the connection between the people's internal quality including knowledge, technical ability, behavior, personality tendency, internal drive etc and the work performance is increasingly thorough, the human resource which takes the competency as the center is increasingly attended by the theory field and practice field.Based on the problems that the author faces in practice, the thesis considers the theory of the competency model of the staff, and then elaborates how to establish and apply the competency model in practice, gets the related conclusion from the case analysis.The main content of this thesis is divided into four parts:The first part is a theoretical overview, It introduces and summarizes the definition, the present research condition and the related theories of the competency and its model. The various competency models which are established based on the competency theory are playing an important role in human resources management practice. The competency model describes an analytic result that distinguishes a high performance person from an ordinary or low performance person. Until now, the domestic and foreign scholars have made a lot of research results successively, a series of research results that McClelland got make people see the new dawn of modern human resource management theory, have offered a brand-new visual angle and a kind of more favorable tool for the practice of the enterprise's human resource management.The second part emphatically expounds the flow and method that how to set up the competency model based on understanding the competency theory thoroughly, gives a detailed instruction to one of the most core method-the behavioral event interview. It must pay attention to its utilization condition when establishing the competency model, the general flow mainly has two stages. One is the research and exploitation of the competency, the other is the application in the HR management.
