On November 23, 2009, the development planning about the Yellow River Delta Efficient Ecological Economic Zone was approved by the State Council. The Yellow River Delta became an important component of strategy of harmonious regional development, which marked the development of this area had risen to the height of country development. As a result, the enterprises of this area meet new opportunities and challengers. So the enterprises need to cultivate their core competition abilities in order to lay the foundations of development and survival.Human Resource lists top among all resources of enterprise. It has become the key factor for enterprises to gain competitive advantage. At the same time, Virtual Human Resource Management (VHRM) offers powerful guarantee for Human Resource Management (HRM) of enterprises. The application of VHRM can help to optimize the organization structure and raise the efficiency of HRM. It can also cut the costs and lower the risks of enterprises. In addition, VHRM allows enterprises to concentrate on the improvement of their core competency rather than spending too much time on daily business. As a consequence, adopting appropriate forms of VHRM based on the characteristics of enterprises themselves can improve the HRM level and help to develop the core competition abilities.This paper firstly introduces the research state of Virtual Enterprise (VE), HRM, VHRM, and defines the concept of Virtual Human Resource (VHR). Then it introduces the classification of VHR from the angle of manifold restrictions in the VHR utilization. After that, the paper analyses the actual value of the application of VHR from the angle of organization theory, transaction-costs theory and core-competence theory. With the HRM theory, the paper analyses the HRM state of the Yellow River Delta area. Based on the problems of this area, the paper puts forwards to the countermeasures. Finally, the paper introduces the principle and the feasibility analysis of e-HR, outsourcing HR and cooperative HR. And the application of VHRM is analyzed by means of real cases.
